Every employee at AceCo is assigned to the Project Management Office (PMO) or one of the following functional departments: Operations, Marketing, IT, HR, Procurement, Customer Service, or Finance.
The PMO is made up of eight full-time project managers, all of whom report directly to the Director of the PMO. There are no other employees assigned to the PMO.
Each project manager in the PMO is always managing one or more projects. Some employees from the functional departments are assigned temporarily on a full-time or part-time basis to each project team in the Initiating phase of each project.
Each project manager seeks to assemble a team of the most talented people in the organization when assigned to a new project, as a part of his or her responsibility to make the organization to assure the projects success. Each project manager is given an allocation of personnel by the functional department when assigned to a new project. However, it is up to the project manager to negotiate with each functional manager to determine which specific employee or employees will be assigned from the functional managers department to the team.
As an employee retention strategy, the executive management team insists that the managers of all departments consider not only the needs of the department but also the career and assignment desires and preferences of an individual employee a project manager requests be assigned to his or her team. In practice, this ends up meaning that when a project manager asks the operations manager for Mary Alvarez, Mary Alvarez has almost as much influence on whether she is assigned temporarily to the project as does the operations manager.
